Enrolled Bill Update September 2018

The deadline for the Legislature to pass pending legislation and send it to the Governor’s desk was August 31st. The Governor sign, veto, or allow enrolled bills to become law by September 30, 2018. The Legislature passed many bills that address California’s short, medium, and long term climate, energy, transportation, and wildfire priorities.  Below is a short highlight of enrolled bills:

Energy Procurement and Related Programs:

SB 100 (De León): This bill would expand the RPS to 60% of load by 2030 and create a 100% carbon free mandate by 2045 that also does not increase carbon emissions elsewhere in the Western Grid.

SB 700 (Weiner): This bill would authorize the Self-Generation Incentive Program (SGIP) until 12/31/2024, requires energy storage systems to reduce GHG under SGIP, and eliminates nonrenewable fuels from SGIP eligibility after 1/1/2020.

SB 237 (Hertzberg): This bill would reopen Direct Access (DA) by increasing the maximum allowable kilowatt-hour limit by an additional 4,000 gigawatt hours.

SB 819 (Hill): This bill would address rates by limiting or prohibiting rate recovery for penalties, fines, or where an electric or gas utility is found to not reasonably maintain, construct, manage, control, or operate a plant.

SB 782 (Skinner) This bill would address energy data transparency.

AB 3232 (Friedman): This bill would address zero-emission buildings and sources of heat energy.

Climate/GHG Reduction:

SB 1013 (Skinner): This bill would address hydrofluorocarbons from refrigerants.

SB 30 (Lara): This bill would address issues dealing with insurance and climate change.

AB 1945 (Garcia) This bill would use GHG reduction fund money under a competitive grant program that deals with land use, equity, pollution, and GHG issues, among others.

AB 1933 (Maienschein): This bill would address the use of GHG reduction funding for GHG reduction from waste diversion and recycling.

Transportation/Air Quality:

AB 193 (Cervantes) : This bill would create the Zero-Emission Assurance project for vehicles.

SB 558 (Quirk-Silva): This bill would mandate programs around flexible fuel vehicles (E85 flex fuel, zero emission vehicle infrastructure, and other active transportation).

SB 1000 (Lara): This bill would address issue around EV charger deployment and uses as well as EV rate, renewable integration, and demand chargers caused by EV adoption.

SB 1014 (Skinner): This bill would create the Clean Miles Standard and Incentive Program.

SB 1151 (Bates): This bill would authorize neighborhood electric vehicles in San Diego County.


SB 465 (Jackson): This bill would authorize PACE Financing for Wildfire Safety Improvement.

SB 901 (Dodd): This wide ranging bill would address standardized GHG accounting from wildfires to other issues that include how the CPUC should address wildfires and what can be recovered for wildfire mitigation and management.

AB 2346 (Quirk): This bill would authorize wildfire expense memorandum accounts and a process to review cost recovery through rates for unreimbursed costs.

    You have a typo. SB 910 should be SB 901.
